The Informer Endorses The Macon-Bibb SPLOST Because Of The Following Facts

FACT: Over Half of Bibb Shoppers Live Outside Bibb County. A recent tag survey done by Mercer University's Dr. Chris Grant verified that 55% of identifiable car tags at our major commercial centers are from outside Bibb County. At five commercial centers and the Disney event at the Centreplex, tags from 121 counties outside Bibb and 31 states were recorded. Some locations were 70%-80% outside Bibb. We need those pennies!

FACT: Visitors Spend a Lot of Money in Macon/Bibb County. In September 2009, Georgia Tech's Enterprise Innovation Institute conducted an analysis to estimate the proportion of sales tax revenue generated by non-Bibb County residents. The final results showed that non-Bibb County residents account for 71.4% of sales tax revenues received. We're the place our neighbors and visitors do "big ticket" spending. We need their pennies!

FACT: The Sales Tax Project List was made with Significant Citizen Input. For the first time, hundreds of citizens attended June/July District Listening Sessions to give guidance to city and county officials on what to put on the list. In late July, 300 voters participated in a Telephone Listening Session. This is "The People's List." Listening to citizens was a major factor in the City and County unanimously adopting the SPLOST list. Unity!

FACT: The City and County put the top citizen "wants" on the SPLOST Project List. Citizens want to (1) reduce crime and improve public safety infrastructure, (2) create jobs and stimulate the economy, (3) repair and improve roads, bridges, sewers, and storm drainage, and (4) pay down City and County debt reducing the burden on taxpayers. That's just what City and County leaders did! Public Safety and Debt Retirement is almost 50% of the proposed SPLOST Project List, including critical public safety communications upgrades. Important infrastructure improvements, including Parks & Recreation, are 38% of the list. Economic development, including critical dollars to meet U.S. Defense Department requirements for Robins Air Force Base’s future, is 15%.

FACT: Voting "YES" to approve the proposed SPLOST Project List means JOBS! Just securing Robins Air Force Base for future Base Re-Alignment and Closure rounds means protecting a $4.2 BILLION regional economic impact and 26,000 jobs. 75% of SPLOST funds will pay for local construction, equipment purchases, and Macon/Bibb infrastructure improvements that will create jobs and boost the growth of local business and industry.

FACT: These SPLOST projects will have public oversight. An oversight committee of business leaders and community citizens, appointed by the Mayor and County Commission Chairman, will insure accountability and make regular reports to the public during the life of the SPLOST and project completion. An Internet-based project tracking system will be in place for citizens to review progress on all projects.

FACT: Most of the improvements on the SPLOST Project List have to be done -- one way or another. If improvements have to be done, we might as well have help from visitors who work, shop, and play here. It reduces the burden on property taxes and makes Macon/Bibb safer and more attractive to business.

VOTING “YES” FOR SPLOST ON NOVEMBER 8TH
