Clayton County Water Authority History Making CEO Focused on the Future

When listening to Clayton County Water Authority (CCWA) Chief Executive Officer H. Bernard Franks talk about CCWA’s progress and success, his comments are laced with pride, humility, and positivity. This likely reflects his leadership as CEO during the last eight of his nearly 30 years with the organization.

Franks – a native of Clayton County – is personally vested because of his deep roots in the community and how he views his role. “This position is essential because water infrastructure is a critical part of the community as it relates to health, economic development and environmental stewardship,” Franks stated.

This kind of commitment that he has coupled with being a team player has translated into an award-winning organization seriously focused on the provision of excellent service. Franks starts with himself going the extra mile communicating with CCWA board members, employees and the public at all times.

He possesses a forward-thinking mind rooted in community service. “I genuinely care and believe the work that I do is purpose driven,” he shared, alluding to being a CEO with his kind of philosophy. “This is my community, so I feel personally responsible and that’s what sets me apart.”

Self-awareness with the goal of building a strong, resilient water authority is paying off for Franks and those that share his vision. Under him, CCWA has continued initiatives like “Tap On The Go” – a community outreach program that gives residents a chance to taste CCWA produced H2O and directly engage water officials.

Under Franks’ leadership, several innovative solutions have been introduced, including an enhanced wastewater treatment process through the W.B. Casey Water Resource Recovery Biosolids facility upgrade and AI-powered smart meters designed to improve the efficiency and economic delivery of water services. Additionally, plans are underway for the Huie Nature Preserve, a proposed recreational facility envisioned as a destination for Clayton County residents to enjoy activities such as archery, kayaking, disc golf, and camping.

Franks understands that CCWA services are delivered by employees. He came up through its ranks and now works hard as its leader to keep them empowered and informed. Developing them into a highly trusted, reliable, accountable, trained workforce is paying off. The organization has been recognized as “A Utility of the Future.”

The idea is to inspire belief to employees that better service is delivered when it’s done with a good attitude, grateful heart, and willingness to be held accountable. Creating a family atmosphere is important so CCWA’s Family and Friends Day was created to better connect them with Franks and each other. “I believe every leader has to care about the people you serve, internally and externally,” he said.

Work related accomplishments include being the first Black CEO of CCWA and serving as the first Black president of the Georgia Association of Water Professionals. He’s proud of his designations but doesn’t overemphasize them, instead choosing to be an innovative, visionary servant leader that happens to be Black.

Franks is especially moved by how many young men in his organization view him. “I want this milestone to clearly speak to young people, especially those that do not see themselves well represented in leadership,” he said after expressing that being in his field allows a person to make a difference daily. “My hope is that they see in this role that there is a place for them in this industry.”

Looking towards his own future beyond water is a priority as well Franks admits. The happily married father of three wants his legacy to be one of growth and progress, leaving the organization stronger and ready for the future. Until that time Franks assures, he’ll continue giving his all. “I do see myself as a servant leader that’s always looking for ways to better serve. I hope to leave a footprint that someone can step in and build on. I really want to leave a good foundation for exceptional growth and progress within the organization.”
